Spurred on by global warming and poorly planned development, swaths of Spain are turning into desert. Setting a new and ominous trend, a Black Market is developing for supplying water, the most basic need of all human societies, threatening to make water costs higher than oil. Like the illegal drug trade, any such underground business moves money.
